EMPLOYMENT OPPORTUNITIES

Deposit Insurance Board (DIB) is a public institution established under Section 37(1) of the Banking and Financial Institutions Act (BFIA) 2006 to formulate policy, manage and control Deposit Insurance Fund. In a bid to deliver its mandate, the Board is hereby looking for suitably qualified young Tanzanian citizens to fill vacant positions at its offices located in the Bank of Tanzania Headquarters, Dar es Salaam.

Position: Accountant II (Resolution and Liquidation) - 1 Post
Reports to: Manager Operations
Contract type: Three (3) years contract
Location: Dar es Salaam

Job Purpose:
To provide professional service on accounting matters relating to liquidation of failed banks and financial institutions.

DUTIES AND RESPONSIBILITIES:
a) Following up compliance to directives issued by Bank of Tanzania to banks and financial institutions under prompt corrective action and preparing periodic reports;

b) Participating in closure activities of a failed bank or financial institutions and submitting reports;

c) Following up decisions of resolution committee of safety net players, and submitting reports;

d) Liaising with liquidation lawyer and preparing liquidation plan for the bank or financial institution for which DIB has been appointed the liquidator;

e) Taking inventory of assets, liabilities and records of a bank and financial institution under liquidation;

f) Liaising with liquidation lawyer and preparing plans and budget for participation in the closure, inventory taking, tracing and preserving records, property and assets of closed bank or financial institutions;


g) Liaising with liquidation lawyer and preparing and submit periodic reports on closure, inventory taking, tracing and preserving records and assets of the banks and financial institutions;

h) Analyzing debtors and creditors information and providing status report;

i) Participating in recovery of debts and submitting status report to the Assistant Manager/Manager;

j) Attending creditors and shareholders issues and submitting recommendations;

k) Liaising with liquidation lawyer and assist in the management of assets and liabilities under liquidation and preparing ‘statements of affairs’ and ‘receipts and payment statements’ periodically;

l) Liaising with liquidation lawyer and participating and preparing minutes and reports in all meetings relating to the affairs of the closed bank and financial institution under statutory management;

m) Calculating dividends for payment to unsecured creditors and uninsured deposits;

n) Liaising with liquidation lawyer and preparing periodic Progress Reports on liquidation of bank or financial institution under liquidation and submitting to the Head Receivership and Liquidation;

o) Liaising with liquidation lawyer and preparing statutory semi-annual returns and filing to BRELA;

p) Participating in closure of liquidation and preparing required reports;

q) Initiating review of the liquidation manual and making recommendations;

r) Performing other duties as assigned.

Education /Professional Qualifications and Experience Required:
 Bachelors’ degree in accountancy or its equivalent;

 CPA will be an added advantage;
 A minimum of three (3) years of work experience in relevant assignments.


Position: Financial Analyst II (Bank’s Performance Monitoring) - 1 Post
Reports to: Assistant Manager, Operations
Contract type: Three (3) years contract
Location: Dar es Salaam

Job Purpose:
To provide professional service on monitoring the performance of banks and financial institutions.

DUTIES AND RESPONSIBILITIES:
a) Conducting off- site surveillance of banks and Financial Institutions;

b) Analyzing and Monitoring performance of distressed banks or financial institutions;

c) Participating in on-site examination of banks and Financial Institutions;

d) Initiating/proposing policies, systems and procedures for on-site examination and off-site surveillance of banks and Financial Institutions relevant to DIB operations;

e) Preparing quarterly bank performance reports;

f) Analyzing deposits and preparing on quarterly basis reports on structure of deposits of banks and financial institutions to determine likely risk attached to the fund;

g) Preparing quarterly reports including, bank performance reports as well as the report on the structure of deposits of banks and financial institutions to determine likely risk attached to the fund;

h) Periodically initiating assessment and recommending to DIB Management the premium amount to be levied to banks and financial institutions;

i) Periodically reviewing and proposing to the Management changes on the existing premium assessment formula;

j) Reviewing and proposing to the Management on the maximum insurance coverage;

k) Initiating liquidity contingency plan and stress testing on threats in relation to possible bank failures;


l) Recommending the target size of the Fund;

m) Preparing Payout plan which shall include list of insured depositors with their corresponding amount and total amount involved, proposed paying Centre and payment modalities, manpower to be involved, important documents for identification of the depositor specimen claim forms and the proposed duration for payout exercise;

n) Ensuring that the payout plan is properly communicated to the safety net players and the general public;

o) Ensuring that the list of depositors qualifying for reimbursement is authentic;

p) Performing other related duties as assigned.

Education /Professional Qualifications and Experience Required
 Bachelors’ degree in Accounting/Finance/Economics or its equivalent;
 A minimum of three (3) years work experience in relevant assignments.


Position: Human Resources Officer II - 1 Post
Reports to: Manager, Finance & Administration
Contract type: Three (3) years contract
Location: Dar es Salaam

Job Purpose:
To provide professional service on Human Resource and administration matters.

DUTIES AND RESPONSIBILITIES
a) Advising Management on various Human Resources policies including labour relations;

b) Initiating staff recruitment;

c) Conducting training needs analysis and preparing report;

d) Preparing training plan and coordinating its implementation;

e) Coordinating employee performance appraisal;

f) Coordinating staff leave and preparing leave roster;

g) Coordinating departmental and directorate staff meetings;

h) Coordinating support and administrative services such as mail, medical services and transport;

i) Initiating and following up on hotel reservations for official visitors and senior official of the Board;

j) Initiating and following up on bookings of tickets and travel allowances for traveling officials;

k) Initiating and coordinating provision of catering services during official meetings;

l) Receiving and processing requests for moving and removing movable fixed assets from one location to another;

m) Processing requests for donations to charitable and other institutions;

n) Performing other related duties as assigned.

Education /Professional Qualifications and Experience Required
 Bachelor’s Degree in Human Resource Management from an accredited institutions or its equivalent;

 A minimum of three (3) years work experience in relevant assignments.


Position: LEGAL OFFICER II - 1 Post
Reports to: Manager Operations
Contract type: Three (3) years contract
Location: Dar es Salaam

Job Purpose:
To provide professional service on legal matters relating to liquidation of failed banks and financial institutions that will be placed under liquidation.

DUTIES AND RESPONSIBILITIES:
a) Participating in closure activities of a failed bank or financial institutions and submitting reports;

b) Liaising with liquidation accountant and preparing liquidation plan for the bank or financial institutions for which DIB has been appointed the liquidator;

c) Attending creditors, pending litigations and preparing and submitting periodic cases status report;

d) Liaising with liquidation accountant and assisting in management of assets and liabilities under liquidation and preparing statements of affairs’ and ‘receipts and payment statements’ periodically;

e) Liaising with liquidation accountant and preparing plans and budget for participation in the closure, inventory taking, tracing and preserving records, property and assets of closed bank or financial institutions;

f) Liaising with liquidation accountant and preparing and submit periodic reports on closure, inventory taking, tracing and preserving records and assets of the banks and financial institutions;

Education /Professional Qualifications and Experience Required
 Bachelors’ degree in Law or its equivalent;
 Must be a registered Advocate;
 A minimum of two (2) years of work experience in relevant assignments.

Hizi ndiyo nchi 7 zenye majeshi yenye nguvu zaidi barani Afrika


Nchi saba miongoni mwao ni za kiafrika. Aidha mtandao huo haujaijumuisha nchi ya Uganda katika orodha hiyo, ingawa majeshi ya nchi hiyo yamekuwa mstari wa mbele katika kuimarisha majeshi ya kulinda amani barani Afrika, na inasemwa kuwa ni moja ya nchi yenye majeshi yaliyofunzwa vizuri barani humu. Tuangalie hizo nchi saba na kwa nini zinahesabiwa kuwa zina majeshi yenye nguvu barani Afrika.
Misri
Nchi ya Misri ni nchi ya kwanza ya kiafrika kuingia katika orodha hii ikishika nafasi ya 14. Majeshi ya Misri yamegawika katika makundi manne: Jeshi la ulinzi, jeshi la majini, jeshi la angani na kitengo cha ulinzi wa anga. Kwa mujibu wa Global Firepower, Misri ina zaidi ya ndege za kijeshi 800 na helikopta 200. Pia jeshi la majini la Misri limearifiwa kuwa lina meli ndogo 2 za kivita ambazo ni maalumu kwa kusindikiza na manuari 4 pamoja na vyombo vingine vya majini kuhakikisha ulinzi. 
Moja ya sababu iliyofanya nchi ya Misri kuwa katika nafasi ya juu ni kutokana na msaada kutoka majeshi ya kimataifa – katika namna yoyote msaada huu huja katika mfumo wa vifaa vya kijeshi. Nchi ya Marekani inaisadia Misri msaada wa kijeshi kila mwaka kuhakikisha usalama katika bara hili la Afrika; inaarifiwa kuwa nchi hiyo imeisaidia Misri jumla ya Dola 1.39 billion mwaka huu wa 2013. Misri imekuwa ikisaidia pia nchi mbalimbali barani humu, zikisaidia kufundisha majeshi yao; ingawa lengo kubwa la majeshi ya Misri ni mashariki ya kati kuliko Africa. Kwa mujibu wa taarifa pia ni kuwa, majeshi ya Misri yanamiliki uchumi mkubwa, hadi kufikia 40%.
Ethiopia
Jeshi la Ethiopia linaundwa na Jeshi la ulinzi na jeshi la anga na inashika namba mbili kwa kuwa na jeshi lenye nguvu barani Afrika kwa sababu mbili; idadi kubwa ya watu na kuwa huru kwa kipindi kirefu. Mapema mwaka huu, iliripotiwa kuwa jeshi la Ethiopia limeendeleza ndege yao ya kwanza isiyo na rubani; huku teknolojia yake ikihusishwa na nchi ya Marekani. 
Nchi hii hujihusisha na uhifadhi wa amani wa kimataifa kuhakikisha inasuluhisha migogoro barani Afrika. Mwaka 2012 nchi ya Ethiopia iliripotiwa kuwa na wanajeshi wapatao 150 000 katika jeshi la ardhini na zaidi ya wanajeshi 3000 wa jeshi la anga. Global Firepower inaripoti kuwa nchi hii ina zaidi ya vifaru 300, ndege za kivita 147 na helkopta 68.
Afrika Kusini
Jeshi la ulinzi la taifa la Afrika Kusini linajumuisha jeshi la ulinzi, jeshi la majini na jeshi la anga, na jeshi maalumu la huduma za afya. Kwa mujibu wa Global Firepower ghala la silaha katika nchi hii linahifadhi vifaru 250, rocket 240, ndege za kivita 235 na manuari 3. Wakati nchi hii ya Afrika Kusini ikitajwa kuwa na jeshi dogo kwa idadi ya wanajeshi, lakini linachukuliwa ndiyo jeshi lilioendelea katika masuala ya teknolojia. 
Kabla ya kufikia ukomo wa siasa za ubaguzi wa rangi nchini humo, nchi hiyo ilikuwa tayari imeendelea katika silaha za nyuklia, na licha ya kuziharibu silaha hizo, bado kuna kiwanda ama ustawi wa silaha nchini humo. Sasa nchi hii inaanza kuchukua hatua kadhaa kwa ajili amani ya bara la Afrika, lakini kwa tukio la hivi karibuni lililotokea nchini Jamhuri ya Afrika ya Kati limeonesha udhaifu wa jeshi hilo.
Nigeria
Jeshi la nchu ya Nigeria linaundwa na wanajeshi wapatao 500 000, waliogawanyika baina ya jeshi la ulinzi, jeshi la majini na jeshi la anga. Jeshi hili nalo limekuwa mstari wa mbele katika kuunganisha nguvu ili kulinda amani ya kimataifa barani Afrika. Kwa mujibu wa Global Firepower, nchi ya Nigeria inamiliki vifaru 363, ndege za kivita 294 na helkopta 84. Jeshi la Nigeria kwa ujumla wake limekuwa makini zaidi katika upande wa kaskazini mwa nchi hiyo. 
Pia jeshi hili linashutumiwa kwa kutumia mabavu mengi katika kushughulikia masuala ya raia na mgogoro wao na kundi la Boko Haram. Jeshi la majini pia lina meli za kivita 4. Uimara huu wa jeshi la Nigeria ni matokeo asili ya siasa za Nigeria tangu kupata uhuru wake. Kuna mapinduzi ya kijeshi 10 nchini Nigeria kati ya mwaka 1966 na 1999 huku kukiwa na vita vya ndani kati ya mwaka 1967 na 1970. Bajeti ya jeshi kwa mwaka ni dola 3.7 billion.
Algeria
Jeshi la Algeria linajulikana pia kama Jeshi la taifa la Watu. Jeshi hili limeimarika katika sehemu zote yaani kwa idadi ya wanajeshi ambapo lina zaidi ya wanajeshi 120 000 na wameimarika katika vifaa huku wakiungwa mkono na nchi za Urusi na China. Jeshi hilo linajengwa na jeshi la ulinzi, jeshi la maji na jeshi la anga. Jeshi la Algeria linamiliki vifaru vipatavyo 1050 kwa mujibu wa Global Firepower. Pia wanaripotiwa kumiliki roketi 148, ndege za kivita 409, helkopta 136, meli 3 za kivita na manuari 3.
 Inaaminika kuwa jeshi la Algeria linajihusisha na siasa za ndani; hii inaweza kuwa ni matokeo ya kutokuwa na jambo la kufanya kwani hawajawahi kujihusisha na masuala ya utunzaji wa amani ama kushughulikia migongano ya kimataifa tangu mwaka 1976. Mapema Januari mwaka huu, majeshi ya Algeria yalihusika katika operation ya kuwaachia huru mateka katika kiwanda cha Sahara gas plant. Wakati watekaji 32 wakiripotiwa kuuawa, lakini mateka ndiyo waliuawa wengi kwani waliuawa mateka 48.
Kenya
Majeshi ya ulinzi ya Kenya, kama ambavyo yanatambulika katika taifa hilo la Afrika Mashariki, linajumuisha jeshi la ulinzi, jeshi la maji na jeshi la anga. Likiwa na wanajeshi 24 120 tu, ni moja kati jeshi dogo Barani Afrika; ingawa mbinu zake kitaifa hulifanya jeshi hilo kuwa kali zaidi tangu kuanzishwa kwake. Linasaidiwa na nchi ya Marekani na lina bajeti inayofikia dola 800 million kwa mwaka. 
Kwa mujibu wa Global Firepower, jeshi la Kenya lina vifaru 186, roketi 12, ndege za kivita 148 na helkopta 78. Jeshi la Kenya limekuwa likijihusisha na mipango mbalimbali ya Umoja wa Mataifa ya utunzaji wa amani barani Afrika na Ulaya. Pia limefanya kazi pamoja na jeshi la Somalia kwa ajili ya kupambana na kundi la Al-Shabaab na limejiunga na Umoja wa Majeshi ya Afrika nchini Somalia (AMISOM).
Libya
Kihistoria nchi ya Libya lilikuwa na jeshi kubwa barani Afrika, lakini kufuatia mapinduzi ya nchi hiyo mwaka 2011 jeshi hilo lilivunjwa na kuanzishwa Jeshi la Taifa la Libya. Kwa sasa jeshi la Libya lina wanajeshi kati ya 35 000 na 40 000. 
Ghala ya silaha ya jeshi hili limerithiwa kutoka jeshi la awali lililojulikana kama Arab Jamahiriya. Jeshi hilo sasa linaundwa na jeshi la ardhini, jeshi la maji na jeshi la anga. Kwa mujibu wa Global Firepower jeshi la Libya linamiliki vifaru 500, roketi 800, ndege za kivita 621, meli kubwa ya kivita na ndogo.
