An MQ-9 Reaper, armed with laser-guided munitions and Hellfire missiles, flies a combat mission over southern Afghanistan. The Reaper has been in use since 2007.

The U.S. deployed MQ-1 Predator drones to Latvia for the first time this weekend, the Pentagon announced Monday.
The move is part of the "European Reassurance Initiative," an effort by the U.S. to show its NATO allies in Eastern Europe that it is committed to their security in the wake of Russian actions in Ukraine.
The deployment announced Monday includes two drones and 70 personnel, which still stay in the area through Sept. 15.
The initiative launched in June, with President Barack Obama including a stop in Poland on a European trip to speak out against Russian aggression and meet with the President of Ukraine.
Both actions were intended to signal that the U.S. supports the Ukrainian government in its continuing struggle against a pro-Russian separatist movement in eastern Ukraine and the Russian annexation of Ukraine's Crimea region.
    The initiative has also included physical shows of force, like the deployment of the Predators over the weekend. In a fact sheet announcing the effort in June, the administration pledged to maintain a U.S. presence in land, sea and air domains to support its NATO allies in the region.
    The effort also stepped up U.S. participation in exercises and training in Eastern Europe.

    Hisa za China zaanguka, masoko yatikisika ulimwenguni

    Kuyumba kwa masoko ya hisa ulimwenguni, ambako kumesababisha hasara kubwa katika baadhi ya masoko tangu mwaka wa 2008 kutokana na kuanguka uchumi wa China, kumeongeza upya hofu kuhusu uthabiti wa uchumi wa ulimwengu.
    Huku wachambuzi wa masuala ya fedha wakisema kuwa hofu ya kutokea tena migogoro ya kiuchumi ya mwaka wa 1997 na 2008 kwa kiasi kikubwa hayana msingi – hasa kwa sababu ya mageuzi yaliyofanywa tangu wakati huo – wameonya kuwa msukosuko unaoendelea kutokea China huenda ukauathiri ukuaji uchumi wa ulimwengu, hasa katika mataifa yanayoinukia kiuchumi.
    Kuanguka kwa asilimia nane nukta tano ya soko la hisa la Shanghai hapo jana kulichochea kulivuruga kabisa masoko ya hisa nchini Marekani na Ulaya, huku kukiwa na viwango vilivyoshuka kabisa ambavyo viliondoa kabisa faida zozote zilizopatikana mwaka huu.
    Hali ilikuwa ngumu hata zaidi katika mataifa yanayoinukia kiuchumi, na wakati masoko ya hisa yasiyo ya China yakionekana kurejea katika hali ya kawaida leo, bila shaka ulinganisho umefanywa na mgogoro wa kifedha wa mwaka wa 1997, ambao uliziacha nchi za Mashariki na Kusini mashariki mwa Asia katika hali mbaya na baadhi zikiomba misaada ya mikopo kutoka kwa Shirika la Fedha la Kimataifa – IMF

    Katika wakati huo, China ilikuwa mwamba wa uthabiti. Mara hii, ndiyo chanzo cha msukosuko. Juhudi zilizoshindwa za Beijing kutuliza masoko yake yenyewe ya mtaji na kuzuia kudorora uchumi wake vilikwenda sambamba na kushuka ambako hakukutarajiwa kwa thamani ya sarafu ya yuan wiki mbili zilizopita.
    Wasiwasi kuwa kushuka kwa thamani kwa sarafu ya yuan ni ishara kuwa uchumi wa nchi hiyo uko katika hali mbaya hata zaidi kuliko ilivyohifiwa – ijapokuwa China ni mojawapo ya nchi zinazokuwa kwa kasi kiuchumi duniani, utanuzi wa pato jumla la nchi umepungua kwa karibu asilimia saba – kulizusha hatua ya kuuza hisa zake.
    Mataifa mengi yanayoinukia kiuchumi yakafuata mkondo huo, na kuchochea pambalo la ushindani wa kushuka kwa thamani ya sarafu.
    Mchumi Angel Ubide kutoka Taasisi ya Uchumi wa Kimataifa ya Peterson anasema hofu kuwa viongozi wa Beijing hawajapata udhibiti wa matatizo ya kiuchumi ya nchi hiyo inaongezeka.
    Charles Collyns, mchumi mkuu katika Taasisi ya Kimataifa ya Fedha mjini Washington anadokeza kuwa kuna sababu za kudumu ambazo zinaashiria kuwapo athari ya kudumu zaidi kwenye uchumi wa ulimwengu. Anasema kuna wasiwasi mpana kwenye masoko ya mataifa yanayoinukia kichumi, huku akiitaja migogoro ya kisiasa nchini Brazil na Uturuki, mageuzi yaliyokwama nchini India, athari za vikwazo dhidi ya Urusi na hasara ya mapato katika mataifa yanayouza nje mafuta kama vile Nigeria kutokana na kushuka bei za mafuta ambayo hayajasafishwa.
    Kwa upande wa Japan, Ulaya na Marekani, vyanzo vya mgogoro wa mwaka wa 2008 ambayo ni mabenki yamefanyiwa mageuzi makubwa kupewa mitaji mipya ambayo inaziweka katika hali imara ya kukabiliana na misukosuko ya kifedha.
    Tangu mwaka wa 2008, matrilioni ya dola katika sarafu zao rasmi yamewekezwa katika mataifa yao ili kuyaimarisha mabenki na kuongeza kukuza matumizi, uwekezaji na kuweka nafasi za ajira.

    CHINA SHARE SLUMP


    What's behind the fall in China?

    The wider story is that China's economic growth is slowing and there are concerns that the transition to a slower and more sustainable rate of growth might be disruptive.
    In addition, there has been a boom in the Chinese stock market which saw the main Shanghai index more than double in the 12 months up to mid-June. It was, in part the result of share buying with borrowed money so when the market started to decline many investors decided - or had - to sell investments to pay back debts. That magnified the initial fall.
    There is often some specific factor driving shares lower on particular days. On this occasion it was something the Chinese central bank did NOT do. It did not take steps to stimulate more bank lending, which was a disappointment for investors who thought it would do. But there was no new stimulus and so shares fell, and sharply.


    What does this mean for the rest of the world?

    The direct financial impact of lower share prices in China is moderate. There is not enough foreign investment in the Chinese market for it to be a major problem. The London consultancy Capital Economics says foreigners own just 2% of shares
    The issue is more about whether it shines a light on wider issues about the economic slowdown in China, a concern that was reinforced by the currency devaluation earlier this month.
    This is the question highlighted by financial market turbulence in China: is the economy heading for what's called a "hard landing", or too sharp a slowdown?
    China is now such a big force in the global economy that it would inevitably affect the rest of the world. It is the second largest economy and the second largest importer of both goods and commercial services

    It's not just stocks.

    The prices of many commodities have been affected, notably crude oil. China's problems have further pushed down the price of oil after the dramatic declines in the second half of last year. The price of Brent crude has fallen about a third since mid-June, when the Chinese stock market slide began.
    China is such a large buyer of industrial commodities that the possibility of lower-than-expected sales to the country has also undermined the prices of copper and aluminium, for example.
    Gold has gained ground in the last few weeks (though it is lower than at the start of the Chinese market declines in June). It is seen by many as a safe investment, protection against both inflation and more general financial instability.
    The latest Chinese stock price falls have also pushed up some currencies that are seen as safe investments, such as the yen and the Swiss franc.
    The dollar certainly has the potential to be affected in the same way. But the immediate impact was to make investors think that an expected interest rate rise by the Federal Reserve could be delayed because of the turmoil. The prospect of lower-than-expected returns on US assets actually weakened the dollar.
    The "safe haven" effect has also reduced government borrowing costs in the US and Germany, among others.

    What about ordinary Chinese people?

    Those who have borrowed money to buy shares in the last few months have been hit very hard. But most people don't own shares - only one person in 30 does, according to Capital Economics.
    For most Chinese the wider issue is about the health of the country's economy. If China manages a smooth transition to a slower and more sustainable growth rate, it is likely to still be fast enough to generate rising living standards for most people. A more disruptive slowdown would mean many business failures and job losses


    How worried should we be?

    Views vary about how healthy the Chinese economy is but a crisis there would be serious for the rest of the world, particularly countries and firms that export to China, which is especially important as a buyer of industrial commodities such as oil, copper and iron ore.
